but I infer that for the preliminary Examination of the Prisoner it is a question then for consideration whether it would be politic, having obtained so great a concession, to interfere further with the Criminal Legislation of China & insist on defining & limiting the Crimes in respect of which extradition is to be enforced; for I see no such definite provision, and we are hampered by the opinion of the Law Officer that the Extradition Act cannot be extended to Political Offenders - whereas political offence is one of the most serious in the Eyes of the Chinese Law.
